that all people must informed on how to use state resourses and how they can improve their daily life on the ground.

That all people on the ground must be informed of how to use the state resorces and how and why they should improve their standard of living. On what circumstances will be appropriate for one to improve his or her life socially,accademically, finalcially and emotionally.
